Description

The aim of this module is to provide the student with an understanding and appreciation of the integrated set of contractual provisions, guidance material, technical templates and procedures which cover all aspects of the delivery process of a public works project from inception to final project delivery and review.

 

Learning Outcomes

On completion of this module the learner will/should be able to;

1.

Demonstrate a critical awareness of the documentation required by the Capital Works Framework when procuring a public works contract.

2.

Formulate advice on the most suitable procurement route and contractual strategy to use on a particular project.

3.

Apply the documentation relating to construction contracts from inception to completion of the project.

4.

Identify and contrast the different tendering formats and be able to evaluate and critically appraise tender submissions based on the logical assessment of criteria.

5.

Evaluate the responsibilities of the client and the different members of the design team under public works contract.

Teaching and Learning Strategies

This module will be delivered through lectures and tutorials.

Moodle is used by lecturers to direct and manage the learning process and facilitates: Formal Learning: posting of lecture notes and continuous assessments, additional resources and supporting documents. Links to websites. remote collaboration on group work (discussion boards, collaborative document editing) Informal Learning: social communication between learners (discussion boards, chat rooms, Wikis, blogs) learner journals (reflective journals, e-portfolios).

Module Assessment Strategies

This module is 40% Continuous Assessment and 60% Final Examination.

Indicative Syllabus

1.      Introduction to the Capital Works Management Framework.

2.      Procurement and contract strategy for public works including EU Procurement regulations.

3.      Introducing the contract - key elements of the contract, contract types, legal issues relating to the contract.

4.      Preparing to invite tenders and tender evaluation.

5.      Pre-tender reports - general requirements, instructions to tenderers, archaeology, site investigation, ground conditions, utilities.

6.      Forms of tenders and schedules; works requirements.

7.      SME's in public procurement.

8.      Cost planning / control and suitability assessment.

9.      Responsibilities in relation to the contract - employer, contractor, client, project supervisor's.

10.    Project activities and stages.
