Description

This module introduces the concepts of environmental management and explores in detail the specific requirements of the Eco-Management and Audit Scheme (EMAS) and ISO 14001 in relation to the planning and implementation of an Environmental Management System (EMS). The module also introduces the main requirements in relation to Planning Applications in Ireland and the issues that must be addressed in the preparation of an Environmental Impact Assessment Report (EIAR).

Learning Outcomes

On completion of this module the learner will/should be able to;

1.

Develop a methodology for carrying out an Environmental Review of a facility and selecting appropriate Environmental Objectives and Targets.

2.

Differentiate between the various components of an Environmental Management System.

3.

Set out what is required in relation to the submission of a Planning Application and explain how the Irish Planning System can assist in protecting the Environment.

4.

Explain the requirements of the EPA Guidelines for the preparation of an Environmental Impact Assessment Report (EIAR).

5.

Carry out a Critical Review of an EIAR/Development Plan/Planning Report/Planning Permission.

Teaching and Learning Strategies

This module will be delivered full-time (or part-time for online modules). This will include lectures, augmented by independent learning and directed learning. This approach is expected to address student learning needs. Moodle will be used as a repository of educational resources and as a means of assessment (e.g. quizzes, uploading assignments and journals).

Module Assessment Strategies

This module is 50% Continuous Assessment and 50% Final Exam.

There are two separate MCQs worth 15% each.

There is one continuous assessment assignment (20%) (either individual or group) which will involve a critical review of sections of an EIAR or a Development Plan, Scientific Papers, Environmental Policy statements, methodologies for carrying out an Environmental Review, EMAS Environmental Statements and/or development of new Environmental Policies, Methodologies or Standard Operating Procedures.

Repeat Continuous Assessment and/or Final Exam.

Indicative Syllabus

Develop a methodology for carrying out an Environmental Review of a facility and selecting appropriate Environmental Objectives and Targets.

  • Review requirements of ISO 14001 and the Eco-Management and Audit Scheme and guidelines in ISO 14004
  • Review scientific papers and sample methodologies/procedures
  • Develop an appropriate methodology for a particular scenario/organisation/sector

Differentiate between the various components of an Environmental Management System.

  • How to establish, implement, maintain and improve an environmental management system

Set out what is required in relation to the submission of a Planning Application and explain how the Irish Planning System can assist in protecting the Environment.

  • Exempted development and requirements for valid planning applications
  • Structure of the Irish Planning system and role of various organisations and the public
  • Planning Control, Planning Conditions and Planning Enforcement

Explain the requirements of the EPA Guidelines for the preparation of an Environmental Impact Assessment Report (EIAR).

  • Irish EPA Guidelines on the information to be contained in an EIAR
  • EU and Irish legislation relating to Environmental impact Assessment

Carry out a Critical Review of an EIAR/Development Plan/Planning Report/Planning Permission.

  • Individual/Group Assignment requiring a critical review of sections of an EIAR or a Development Plan or a Scientific Paper
