Description

This module examines the integration of national, regional and local land use planning with transportation planning and its implications on the assessment, design and planning of the road and public transport network. It is concerned with the promotion and implementation through the planning process of active and sustainable transport facilities and policies, the design of urban and rural roads and streets to meet the needs of all users. This module also investigates the national, regional and local policies and strategies for the future funding of the land transportation network and guidance for the protection of the strategic road and rail network in relation to development control and zoning. The module also deals with traffic and transport assessments for development control and the promotion of sustainable modes of transport. The requirement for strategic environmental assessments of proposals from county and regional development plans are also studied.

Learning Outcomes

On completion of this module the learner will/should be able to;

Interpret the significance and role of transportation planning in the land use planning process

2.

Determine and assess the requirements and procedures for national planning for investment in land transportation infrastructure.

3.

Assess the options and guidance for the design of sustainable, efficient and integrated urban street networks.

4.

Determine and evaluate the requirements for the promotion of sustainable forms of transport to meet the needs of all users.

5.

Critically evaluate the methodologies for traffic and transport assessments as part of the development control and planning process.

6.

Assess and evaluate the requirements for local area plans, county development plans and regional planning in relation to the provision of sustainable transport systems and to evaluate the strategic environmental impact of the implementation of such plans.

Teaching and Learning Strategies

The teaching and learning strategy is based on the provision of live and recorded on-line lectures, Moodle resources, independent learning, and workshops that incorporate elements of enquiry and project-based learning and group project work.

Module Assessment Strategies

A blend of final written examination and continuous assessment projects, both individual and group format. Learners must achieve an overall mark of 40% or higher in order to pass this module.

Repeat Assessments

Learners must repeat the final examination and/or continuous assessment elements depending on the failed element(s) at the first sitting.

  1. Module overview. Introduction to Transportation Planning. Role of Transportation Planning in the Planning Process. Responsibilities of DTTAS and land transport authorities.
  2. National Planning Framework and National Development Plan linkage with transportation planning at local, regional and national levels.
  3. Smarter Travel and other sustainable transport policies and actions to promote use of sustainable travel modes such as public transport, walking,and cycling. Role and responsibilities of the NTA in funding and transport planning for urban and regional strategies.
  4. Rural Transport Programme and Local Link public transport services.
  5. Capital investment programmes for transport. Strategic Investment Framework for land transport (SIFLT). Engineers Ireland review of transport infrastructure.
  6. Interpretation of the DoECLG 2012 Spatial Planning and National Roads guidelines for development control adjacent to National roads.
  7. Sustainable traffic management and transport policies, provisions and measures for integrated urban streets, roads, and sustainable transport systems.
  8. The function and implementation of Traffic and Transport Assessments (NRA 2014) and their role in the environmental and transport planning and development management process. Area-based transport assessments.
  9. Sustainable travel provision for rural and urban areas. Workplace sustainable travel/mobility management plans. Sustainable travel infrastructure provision and integration with network. Case studies.
  10. Design, planning and control of integrated, sustainable and shared urban roads and streets to requirements of DMURS (2013).
  11. Development and function of local area plans. Integration of transport planning with local, urban and regional planning processes and development plan formation.
  12. Design and control of sustainable transport facilities and major road infrastructure. Public transport, cycling and pedestrian facility design and integration with road network.
  13. Planning, programming and budgeting, and core cyclist requirements of cycle networks and planning/design of urban/rural cycle networks. 
  14. Strategic Environmental Assessment (SEA) procedures and EIS documentation for the planning and approval of rural and urban road projects.
