Description

This module is an introductory course in planning and development. The syllabus is broad in scope and practical in nature. It provides students with an understanding of key principles in planning as well as the key features of the Irish planning system. The aim of this module is to provide the students with a knowledge of the practice and procedures of the Irish Planning System and the appeals process.

Learning Outcomes

On completion of this module the learner will/should be able to;

1.

Examine the key principles of planning policy and the key features of the Irish planning system. 

2.

Demonstrate an understanding of Urban and Rural land planning policies.

3.

Apply the principle of good design and sustainable development.

4.

Explain the planning process and apply planning procedures to a theoretical development proposal.

5.

Evaluate the appeals procedure of the planning system. 

Teaching and Learning Strategies

This module will be delivered through lectures.Moodle is used by lecturers to direct and manage the learning process and facilitates formal learning, posting of lecture notes and continuous assessments, additional resources and supporting documents.

Informal learning: social communication between learners.Moodle will also be further used as a means of assessment, utilising online quizzes, for the uploading of assignments of reports.

Indicative Syllabus

Examine the key principles of planning policy and the key features of the Irish planning system. 

The Irish Planning System, importance of physical planning, principles, and provisions of the Planning and Development Act, and the hierarchy of plans. 

Demonstrate an understanding of Urban and Rural land planning policies.

 Zoning principles, restrictions of planning, change of use, and one-off housing.

Apply the principle of good design and sustainable development.

Unsustainable development in urban and rural areas. Good design practices from a planning perspective – Avoiding dereliction and unfinished housing estates. 

Explain the planning process and apply planning procedures to a theoretical development proposal.

Planning application, refusals, procedures, appeals process, observation. Documents for Application. Development levies and Fees.

Evaluate the appeals procedure of the planning system.
